SAMHSA
The Substance Abuse and Mental Health Services Administration (SAMHSA) is the US Federal agency charged with improving the quality and availability of prevention, treatment, and rehabilitative services in order to reduce illness, death, disability, and cost to society resulting from substance abuse and mental illnesses. SAMHSA is a branch of the United States Department of Health and Human Services. Source

Social access to alcohol measures the availability of alcohol through social networks. Examples include the ability of youth to give money to someone else to purchase alcohol or the number of youth who were given alcohol by someone else.

Social Norms
Social norms of alcohol use among youth measures the informal acceptance and encouragement of underage drinking within a community. Examples include family norms towards underage drinking or perceived social benefits from underage drinking.
Strategic Plan
At its most general, a strategic plan is a deliberate set of steps that:
- -assess needs, resources and capacity
- -define a priorities and a set of goals and objectives
- -plan and design coordinated strategies with evidence of success
- -logically connect these strategies to needs, resources, capcity and outcomes
- -measure and evaluate the process and outcomes Source
Strategic Prevention Framework (SPF)
The Strategic Prevention Framework (SPF) is a five-step process supporting state and local systems change to strengthen communities and reduce substance abuse and underage drinking. The SPF consists of a five step process described by SAMHSA/CSAP as follows: "1) conduct a community needs assessment, 2) mobilize and/or build capacity, 3) develop a comprehensive strategic plan, 4) implement evidence-based prevention programs and infrastructure development activities, and 5) monitor process, evaluate effectiveness." A stakeholder is someone who has a stake in an organization, program or action. Stakeholders either affect or are affected by the project/program or action.
- -Stakeholders include people who staff a program (e.g., management, staff
- -People who are affected by an action e.g., clients, their families, and the community
- -People who contribute to a program or action in other ways e.g., contributors, funding agencies and foundations, volunteers, partner organizations, board members, etc.

Ocurring at the same time, coinciding in time, simultaneous Source The term is often used in distance learning to distinguish between learning sessions that happen at a scheduled time where all participants get online together e.g., Go To Meeting and those that allow access and interaction anytime (asynchronous) i.e., where participants can get online, based on their own schedules, and add to discussion or do their work.
