State Incentive Grant provides opportunity to enhance effective prevention practices, programs, policies, and planning. The Strategic Prevention Framework State Incentive Grant (SPF-SIG) will enrich prevention efforts across the state toward the implementation and sustainment of effective, culturally competent prevention strategies through the advancement of an infrastructure that provides advanced learning and technological supports, training, technical assistance, and other resources. The framework includes a coordinated and comprehensive prevention assessment, capacity building, planning, implementation, and evaluation which occur at both the state and community levels. The design of the Kansas SPF-SIG will focus on sustaining population-level reductions in the extent and severity of substance abuse and related consequences across the lifespan, while also providing a structure to assess resources, needs, and readiness to effect systems change.

Purpose: To sustain implementation of effective prevention programs, policies, practices, and planning through the advancement of state-of-the-art infrastructure, with a focus on sustaining population-level reductions in the extent and severity of substance abuse and related consequences across the lifespan.
- 1. Build Capacity
- Build capacity and infrastructure at the state and local level to sustain effective substance abuse prevention strategies.

- Delay onset of substance use, including childhood and underage drinking, and reduce the progression of substance abuse.

- Develop a sustainable statewide Strategic Prevention Framework to sustain a multidisciplinary structure to enhance prevention programs, policies, and practices.

About the SPF
Workgroups
Kansas Substance Abuse Profile Team (State Epidemiological Outcomes Workgroup)
The KSAPT is an ongoing epidemiological workgroup composed of data specialists representing state agencies, service providers, and research organizations responsible for creating a comprehensive profile detailing the burden and consequences of substance use across the state that allows for the analysis of the trends and inter-relationships across data sets. This enhancement to the data infrasturcture will make high-quality data available for prevention planning, evaluation and sustainability decisions at the state and community level.
Prevention Coordinating Council
The PCC was convened in October 2006 and is comprised of designated staff representatives from the Health and Human Services (HHS) Sub-Cabinet. In addition to advising the planning and implementation of SPF resources, the PCC will review reccommendations from the SPF Advisory Council regarding systemic changes in policies, programs, and practices that will substantially reduce the burden of substance abuse and related disorders on Kansans. Further, the PCC is tasked with engaging in strategic conversations at the state agency level about how prevention should look and operate cross-agency as a long-term approach to leveraging resources, comprehensive planning, and sustainment.
SPF Advisory Council
The SPFAC is a multi-disciplinary team representing state and community agencies and organizations tasked with providing strategic and operational reccommendations for the implementation of all steps of the SPF process, and subsequent funding proposals developed by local communities. The SPFAC is also responsible for the creation and submission of the state strategic plan to SAMHSA/CSAP for review and approval.
